"Triumph engine and frame numbers"

Hello,
Need some advice in relation to matching numbers on Triumph bikes.
I am presently looking at an unrestored 1968 T120R Boneville for sale in Australia. Problem is the frame and engine numbers do not match. Am I correct to assume that the engine or frame may have been changed out at some time? Also, the fact that the numbers do not match will affect the sale price and future value of the bike.
The owner is of the opinion that not all Triumphs came out of the factory with matching numbers. I am not an expert and would appreciate some advice from fellow Triumph fans.
