MIES Nice looking machine. Does the rear fender have a rib down the middle. I believe the Norton advertisements called this a mud channel? I have a 1947 Model 18, I am rebuilding. It's so hard to find accurate information on this era bike as to original configuration.
From your description, your machine is running lean. If you have taken the carb are the way apart and meticulously cleaned all the passages and the idle air screw is not making a change to the idle speed, then most likely the slide and body are so worn they leak so much the mixture is leaned out and the condition you describe occurs. The slide is literally rattling in the body and leaking air around it.
On Commando's the carb body and slide can be sleeved. I don't know of anyone who has had an older 276 done, but it would seem possible. You can buy a new 276, I see BritishCycle has an add for some in stock.
Here is a British carb article aimed more at commandos but the principles apply. http://www.jba.bc.ca/Bushmans%20Carb%20Tuning.html
I see used one on ebay all the time, especially on the UK ebay motors. But buying a used carb is pretty useless except for parts. IF you really want to keep the old girl ticking over like she deserves put a new carb on her.
Hope this helps!
